Student Right to Know Act

Washtenaw Community College holds that students, staff, and visitors have a right to be aware of the amount of criminal activity that occurs on its campus in accordance with Title II of the Student Right to Know and Campus Security Act of 1990. Washtenaw Community College encourages all persons to report criminal activity that occurs on campus to the Office of Campus Security Services and/or the appropriate law enforcement agency.

Security Services on Campus

The college provides security personnel who receive information of criminal activity, record it, refer it, as appropriate, to the local law enforcement agencies, conduct preliminary investigations, collect and hold evidence, and perform such tasks as to assist crime victims. The Office of Campus Security Services is staffed by full and part-time staff who have the same powers of arrest as an ordinary citizen. The service is provided 24 hours a day, seven days per week on the main campus. Off-campus sites are patrolled and assisted by the law enforcement agency for that jurisdiction. Security personnel maintain a close working relationship with the local law enforcement agencies and serve as the College's liaison with them. Security personnel receive both annual and on-going training in a variety of security and security-related subjects. The College will provide information of criminal activity to the law enforcement agency in whose venue the act occurs. The College will annually request from each law enforcement agency which services property used by the College, on a regular basis, to provide data indicating the criminal activity for each particular site in accordance with the Student Right to Know and Campus Security Act.

Crime Prevention

The College will publicize the available information through the College's authorized news publications. The College may, as appropriate, circulate flyers, contact persons directly, or any other such means to provide information to the campus community that will serve to inform them and warn them to take actions to prevent further criminal acts in a timely manner. Caution will be exercised not to reveal information that may hinder or taint an investigation or reveal the identity of the victim to the general public. The College will maintain crime prevention programs that will provide information that students, staff, and visitors can use to prevent becoming victims of crime. The College urges all members of the campus community to be responsible for their own safety and to assist in the prevention of crime. The College will promote a crime prevention program.

Maintenance of Physical Plan Facilities with Security Considerations and Access Control of Campus Facilities

The College will be mindful of security needs in the daily operation of campus facilities. The planning and maintenance of campus facilities will take into account the safety and security of persons on campus. The interior and exterior lighting systems on campus will be constructed and maintained in such a manner as to provide a well-illuminated facility that will help to deter criminal activity. Locks and locking devices will be kept in working order. Access to facilities will be limited to those persons who have authority to use them. A communication system will be in place that will allow members of the campus community the ability to contact security personnel 24 hours per day, seven days a week during an emergency. Campus buildings will be locked when not in use. The buildings will be unlocked by designed college personnel at times to coincide with their accepted use.

Promulgation of Information

The College will record and promulgate crime statistics in compliance with Title II of the Student Right to Know and Campus Security Act. The College will compile all known and available information regarding the occurrence of the crimes of murder, rape, robbery, aggravated assault, burglary, and motor vehicle theft on its campus. The College will compile all known and available information regarding arrests on its campus for underage possession, sale and use of illegal drugs. The College will compile all known and available information regarding arrests on its campus for underage possession, sale and use of alcoholic beverages. The College will compile all known and available information regarding arrests on its campus for weapons offenses.

The compiling of this information will begin no later than September 1, 1991. The College will provide crime statistics for the main campus and for the regional centers. It will also provide information regarding drug and/or alcohol abuse programs that it offers. The College will disseminate its policies regarding the possession, sale, and use of alcoholic beverages on its campus. Annually, the College will distribute a document that lists all of these policies and the criminal activity. The document will be provided to all current students and employees. It will also be provided to all prospective student applicants and prospective employees on demand.
