Superintendent Evaluation Procedure

  1. Purpose

    The purpose of this document is to establish a structured, transparent, and research-based process for evaluating the performance of the Superintendent. The evaluation process is designed to:

    • Promote continuous improvement in leadership and district outcomes
    • Align superintendent performance with district priorities and student needs
    • Ensure accountability through goals and evidence-based assessment
    • Strengthen governance through ongoing communication between the Board and the Superintendent
  2. Goal Development

    Each year, the Superintendent, in collaboration with an ad hoc Superintendent Evaluation Committee of the Board, shall develop a set of performance goals aligned to the evolving needs of the district.

    These goals shall be organized into the following five categories:

    1. Fiscal Management
      • Budget development and adherence
      • Financial stewardship and transparency
      • Resource allocation aligned with district priorities
    2. Student Achievement (20% of total evaluation)
      • Measurable student growth outcomes
      • cademic performance indicators
      • Closing achievement gaps
    3. Administrative Leadership
      • Organizational effectiveness
      • Personnel management and retention
      • Operational systems and district leadership
    4. Educational Leadership
      • Curriculum and instruction improvement
      • Program development and evaluation
      • Innovation and responsiveness to student needs
    5. Professional Growth
      • Superintendent’s professional learning
      • Leadership development
      • Engagement in educational leadership practices and networks

    All goals must be:

    • Specific
    • Time-bound (annual cycle)
    • Supported by clearly defined success indicators and evidence
  3. Weighting of Evaluation
    • Student Achievement: 20%
    • Remaining Categories Combined: 80%
  4. Monitoring and Progress Reporting

    To ensure ongoing accountability and transparency:

    • The Superintendent shall provide progress reports at five (5) regularly scheduled Board meetings annually.
    • Each report shall include:
      • Updates on progress toward established goals
      • Data and evidence supporting progress
      • Identification of challenges and adjustments, if needed

    These updates are intended to:

    • Support continuous improvement
    • Allow for Board feedback and dialogue
    • Ensure alignment with district priorities throughout the year
  5. Annual Evaluation Process
    1. End-of-Year Report

      By May of each year, the Superintendent shall present a comprehensive evaluation report to the Superintendent Evaluation Committee made up one member from each board committee and the board chair. This report shall include:

      • Progress and outcomes for each established goal
      • Supporting documentation, data, and work products
      • Reflection on successes, challenges, and areas for growth
    2. Review and Dialogue
      • The Superintendent Evaluation Committee shall review all submitted materials.
      • The Committee will engage in structured dialogue with the Superintendent to:
        • Clarify evidence
        • Discuss outcomes
        • Assess performance relative to goals
    3. Determination of Performance Rating
      • Based on the evidence and discussion, the Evaluation Committee shall make a recommendation of the Superintendent’s overall performance rating to the full board.
      • Ratings shall reflect the degree to which goals were met, with particular emphasis on student growth outcomes.
  6. Documentation and Board Action
    • The final evaluation rating and summary shall be formally documented in the official minutes of the last Board meeting of the year.
    • The evaluation process and outcome comply with applicable laws and Board policies.
